\nPlacing a former convict in its old town seems like recipe for another prison sentence but it\u2019s hard to prove since research is complicated and expensive. A study by David Kirk showed how some New Orleans natives could not return to their hometowns because of the Katrina disaster and stayed out the courthouse more than those who were able to return home. Many prisoners understand this but are required to go back to their counties by state law. It is a system set to fail because former convicts tend to leave prison with no extra money for rehabilitation or education. But there are many programs designed to help prisoners reintegrate into society such as Fortune\u2019s Society Castle, Delancey Street, Homeboy Industries, and Boaz and Ruth. Many of them provide housing, counseling, and a form to do something productive in society that will pull them away from their negative background. Unfortunately most of these programs have economic problems because the government doesn\u2019t sponsor them. Why doesn\u2019t it? Taxpayers care about how their money is used and citizens want to live in safe environments. Politics often gets in the way because politicians are scared to come off as soft on criminals. It\u2019s hard to make changes because people are more receptive to change when crime rates are low. Another challenge is that research is expensive and hard to do so rehabilitation programs have a hard time proving their legitimacy. There\u2019s also a chance that the state wont even fund their programs after the studies have been done. But there is good news since prison re-entry is becoming increasingly noticed and crime rates are low so people are more open minded about alternatives. State officials are also in a budget crisis since sustaining inmates is very expensive and life terms emerging from California\u2019s three strike law costs the state around $500 million dollars a year. This is encouraging a more open mentality toward spending on research. (3) The practice of accordingly adjusting the size of the House after each census was stopped to prevent immigrants from having more influence. (4) Representatives never gave another thought to the issue, and as a result, hundreds of thousands of Americans are represented by a single House member. (5) As a consequence, bribes speak louder to representatives than individual people, and the representatives are not in synch with the people they represent. (6) The House\u2019s districts must shrink for the members to truly represent their people\u2019s interests. (7) More districts would distribute representatives more equally, and decrease the dependency on outside committees, increasing the significance of actions. (8) Many problems in expanding the House (increasing the number of agendas, debates, etc.) can be solved with today\u2019s technology. (9) The biggest issue in increasing the size of the House is the current Congress. (10) The ideal circumstances are upon us to make this change, for many parties are unhappy with the way government is.
